Fun fact. Japan had it's own brand of PCs and NEC's PC-8000 & 9800 series was extremely popular. The PC98 was a local clone of the IBM PC, but had proprietary chips and buses. @Wah_KaoI do remember stories about factories using Seage ST-225 20MB hard drives well into the late 90s, simply because that was the most reliable and bulletproof CNC solution. People still have these things running nearly 35 years since they were first made.

@Wah_KaoI am not saying servers today are using MFM/RLL technology. A better example might be SCSI, but the point is, but from what I gather, some interfaces require direct control/connection to the IDE drives that preclude the use of a SATA/IDE adapter.
However...
This combination of paternalistic morality-based policy, intra-bureaucracy rivalry and assertiveness, the willingness to jump to extra-legal governmental overreach for a complex problem, and the inability for the leadership to coordinate such extreme measures is extraordinary.
For those of us that has studied Japanese political science and sociology, this is huge. While the specific policy has been rescinded, it reveals a potential for an extremely volatile situation.
